In Higher Education and in particular in the Netherlands Grassroots are small-scale, accessible ICT projects, from which the results immediately can be implemented in education. Usually they are meant for one lecturer or one student to improve or develop something for one course. Grassroots program is a joint program where 5-10 lecturers work on their own grassroots idea's and exchange their experience. 

Many universities make it possible for their lecturers and student to apply for Grassroots. University of Amsterdam is one of them. See as example the UvA Grassroots site. (in Dutch): http://uva.nl/grassroots
